After setting objectives and designing strategic sustainability plans, managers need to build performance measures into the process. Performance measures focus on outcomes (i.e., are the programs meeting goals?) rather than inputs (i.e., activities or resources required to implement programs). A logical extension of these concepts is a sustainable program management.
Moreover, many scholars argue that controlling and monitoring performance is a vital aspect of program and policy implementation accountability. Organizations are responsible for assurances that funds are being used efficiently. In addition to the tools already studied, our topic of the program evaluation provides a useful method for further assuring program accountability and its sustainability.
Upon completion of the week five assignments you should be able to:
Explain the role of performance measures in a strategic sustainability plan.
Define the relationship between performance measures and funding (i.e., the organization’s budget)
Analyze the critical place of program accountability in public service organizations.
Address reasons for controlling and monitoring performance.
Describe some standard procedures for managing and monitoring performance.
Assess the effectiveness of program evaluation.

Write a minimum 4-page analysis in which you assess the importance of measurements and reporting tied to an organization’s budget. How do modern organizations incorporate sustainability into their program management and implementation strategies? How do organizations measure strategic sustainability outcomes? Do they use a performance-based (program) budget in public service organizations? Explain why most organizations nowadays are starting to incorporate sustainability into their strategic planning process. The use of a real-world example (using an organization) will strengthen your essay. Be sure to include literature citations and references. Submit your analysis using the APA 7th edition format with references to the assignment section for the week five no later than midnight Sunday.
Program accountability cannot be overemphasized in today’s world of insufficient resources as there tend to be more citizen/client demands on organizations than dollars to fund programs. Next week’s topic extends our study of program accountability with discussions of controlling and monitoring performance. Moreover, program evaluation is an excellent tool for public managers and executive directors to utilize in watching programs and making decisions about program revisions which more closely meet the program and organization’s goals and objectives. An extension of this thinking, of course, is the possibility of a decision that the program should be discontinued. These are the topics we study this week.
